In Simple Mode, you can use only one card to neutralize a disaster (except Tornado).
Tornado: Sun + Rain.
Plague: Death.
Fire: Rain.
Flood: Sun.
Earthquake: Earth.
Fog: Wind.

In Medium Mode you can use Combos to neutralize a disaster.
Tornado: Sun + Rain; Wind + Sun.
Plague: Death; Sun + Sun.
Fire: Rain; Wind + Earth.
Flood: Sun; Earth + Wind.
Earthquake: Earth; Rain + Wind.
Fog: Wind; Sun + Death.
